Old school flat traffic robot seen last weekend at a construction space on Yamate-dōri around Hatsudai.
Despite the looks, this one's arm does move!

I've never seen them before, i'm pretty sure they don't exist in Nagoya. Does it move and talk?

Its arm moves but that's about it. There are some slightly more sophisticated ones which are like mannequins with a robotized arm.
